You should be able to get it all together. You may end up putting the ring through the piercing on the cage before you put the cage on the base ring. That way you can move everything around and twist the whole mess to get a better 'approach' to the PA ring. Once that is done cram the whole thing together and lock it up.
ETA - the bar won't get in the way if you aren't using it. I actually like the idea and might see if I can send mine back to have a couple added.

you could probably use a Lori's #19 PA padlock to secure the PA to the JB. May be easier (and less dangerous) than trying compress the ball in the ring in such tight quarters. And it locks with a key. A bit more weight and bulk though.

I'm not sure I could pull out of my current jailbird even if I tried, which I haven't. I am sure I couldn't get back in it without taking it off. Even so I would love to have something that was secured even better and that there is no way I could get out of it without destroying it. And that it would even be difficult to destroy it to get out of it. That is one of the reasons I am still interested in the Lori's 12E. I haven't given up on the idea of a piercing but will have to think long and hard before doing that.
