I’d recommend ordering several cheap cages with different sizes for the cage itself and the base ring.
Measure his flaccid length and subtract about 15-20% when you order the cage.
You’re almost guaranteed to receive a cage that will be wrong in one or more ways at first, but that will hopefully give you a good idea on where to go next.
