Carefully wielded boltcutters will work, as will a dremel tool with the cut-off wheel. Be sure and use eye protection if going with the cut-off wheel option.

Tom's advice is also good - lube it up and dink with it. It might just open.

Not sure if this will be reassuring or not, but when my JB showed up, she took off the CB, put on the JailBird, and then it didn't come off again (at all) for 5 weeks... Much more comfortable than plastic.

600 grit is fine enough for this, and can be found more easily. I don't get the same level of irritation, but when I do, I attribute it to not enough lubricant. BTW, baby oil works for me, YMMV.
